Let rate of change in enrolment be Δ E / Δ t.  e = enrolment and t =  time in years.   

Rate of changes per year are:

1970-75 = (14.3 - 13.3 / 5) = 0.2 
75-80:  (13.2 - 14.3)/5 = -0.22
80-85 =   (12.4-13.2)/5 = -0.16
85-90 =  (11.3 - 12.4) / 5 = 0.22
90-95 =  (12.5-11.3) = 0.24
95-00  =  (13.5 - 12.5)/5 = 0.2

take absolute values when comparing the rates.

rate of change is greatest in 90-95 period.
it is least in 80-85 

When the slope is negative, it means that the enrolment is decreasing during the 5 year period.  So the enrolment decreased during 1975-90 period.
