To compare cost you need to make the denominators same

so, lcm of 5 and 4 is 20

cost of pen = 83 * 4 /20

                   = 332 / 20

                   = 16.6

cost of pencil = 19 * 5 / 20  

                       = 95 / 20

                       = 4.75

difference between the cost = 16.6 - 4.75

                                                = 8.75

so, cost of pen is more than the cost of pencil by 8.75 rupees
