As, if we will put x=-7/3 then in 1st matrix in 1st row 1st column we 'll get -7 but in the second matrix in the place 1st row 1st column, we will have 0 only.

-2/3 is also not valid because it can give 4 as the value for 2nd row and 2nd column in 1st matrix , which will make it similar with 2nd . But this value too cannot provide us anything rather than 0 in 1st row 1st column in 2nd matrix .
