Lengths of tangents to a circle from an external point are equal.

This means,

From point P, PA=PS=4 cm

From point R, SR=RC=5 cm

From point Q, CQ=QA=6 cm

Perimeter = PA +AQ+QC+CR+SR+PS.
=
4+6+6+5+5+4 = 2(4+5+6) =2*15= 30cm

Perimeter of ∆PQR is 30 cm
