First of all , we need to look very carefully at the Distance vs Time graph :
We can see that the linear line for Thief (T) started initially from 40 m position and then got intersected by the Police Line (P) at 60 m position.
Similarly the Police Line (P) starts from origin and Meets the Thief (T) at 60 m position from origin
Now coming to the Questions:
1) At the start of the motion the thief had been ahead of the police by 40 metre distance because the police was present at origin where as the thief started from 40m position.
2) The police catches the thief at 60 m position from origin by a time of 3 seconds
