\frac{(-2)^{3+7}}{3 \times 4^6} = \frac{(-2)^{10}}{3 \times 4^6}

if the power of even number the number will be positive

\frac{2^{10}}{3 \times 2^{2 \times 6}} =\frac{2^{10}}{3 \times 2^{12}} = \frac{1}{3} \times \frac{2^{10}}{2^{12}}

if the numinator and demoninator are same in division the power will subtract

\frac{1}{3} \times 2^{10-12} = \frac{1}{3} \times 2^{-2} =\frac{1}{3} \times \frac{1}{2^{2}} =\frac{1}{3} \times \frac{1}{4} =\frac{1}{12}
