In order to assist state and local public health departments, the Centers for Disease Control and Prevention (CDC) developed 15 public health preparedness capabilities designed to advance the emergency preparedness and response capacity of the state and local public health system. The original capabilities (2011) pioneered a national framework that helped with planning and formalizing the public health Emergency Support Function (ESF 8) in partnership with emergency management agencies. A review of the capabilities was begun in 2015 and resulted in a revised publication in 2018. These capabilities act as a guide that jurisdictions can use to organize and prioritize their work. This training will focus on the first of these capabilities, Community Preparedness.

Being prepared is the key to a community's ability to respond to and recover from an incident. It requires engagement and coordination with a cross-section of state, local, and tribal partners as well as other stakeholders.
CDC Definition
Community preparedness is the ability of communities to prepare for, withstand, and recover from public health incidents in both the short and long term.
In order to achieve successful community preparedness, a jurisdiction must be able to perform the four following functions (each described in more detail on the following pages):
Determine risks to the health of the jurisdiction.
Strengthen community partnerships to support health preparedness.
Coordinate with partners and share information through community social networks.
Coordinate training and provide guidance to support community involvement with preparedness efforts.
For each of the above preparedness functions, the CDC has identified specific tasks and resource elements.
Tasks are specific activities that will result in successfully accomplishing the function.
Resource elements refer to the resources a community should have access to in order to successfully perform a function and its associated tasks.
