Answer:

(-2/3)^-13×(3/-2)^8=(-2/3)^(-2x+1)

=> (-3/2)^13×(-3/2)^8=(-3/2)^(2x-1)

=> (-3/2)^(13+8)=(-3/2)^((2x-1)

=> 13+8=2x-1

=> 21+1=2x

=> 2x=22

=> x=22/2

=> x=11
