These are the following reasons due to which non cooperation movement gradually slown down in cities:-
1)During non-cooperation movement many people including lawyers,teachers etc. have given up their jobs but after some time they faced the problem of unemployment due to which due they rejoin their jobs.
2)Many students also left schools and colleges during non-cooperation movement but due to lack of different institutions in India,they have to rejoin their schools and colleges.
3)Due to these reasons non-coorperation movement in cities gradually slowed down.

1 - Khadi cloth was often more expensive than the cloth produced in mills.Poor people could not afford to buy khadi cloth.
2 - Boycott of british institutions also posed a problem as there were no alternative Indian institutions.
3 - So students and teachers began trickling back to the govt. schools.
4 - Even lawyers resumed work in the govt. courts.
