f(1)=0; f (-3)=0

now,
f (1)=b-a-12

so, b-a-12=0
b-a=12 (1)


also, f (3) = -9a+b+12
so, -9a+b+12=0
9a-b=12 (2)

(1) +(2)
8a=24
a=3

subsituting in (1)
b-3=12
b=15
