here is your answer
let \: the \: rational \: number \: be \:   \\ =    \frac{x}{x + 8}  \\ according \: to \: question \: if \\  \: numerator \: is \: increased \\ \: by \: 11 \: and \: denominator \: is \: \\  decreased \: by \:  1 \:  \\ the \: new \: rationl \: number \: is \:  \\  \frac{x + 11}{x + 8 - 1}  =  \frac{7}{3}  \\  \frac{x + 11}{x + 7}  =  \frac{7}{3}  \\ (x + 11) \times 3 = (x + 7) \times 7 \\ 3x + 33 = 7x + 49 \\ 33 = 7x + 49 - 3x \\ 33 = 4x + 49 \\ 33 - 49 = 4x \\  - 16 = 4x \\ x =  \frac{ - 16}{4}  =  - 4
hope this helps you
