 { \frac{7}{4} }^{ - 3}  \times  { \frac{7}{4} }^{ - 5}  =  { \frac{7}{4} }^{3x - 2}  \\
 { \frac{7}{4} }^{ - 3 + ( - 5)}  =   { \frac{7}{4} }^{3x - 2}  \\  \\  { \frac{7}{4} }^{ - 8}  =  { \frac{7}{4} }^{3x - 2}
Bases are same, therefore
 - 8 = 3x - 2 \\  - 3x =  - 2 + 8 \\  - 3x = 6 \\ x =  \frac{6}{ - 3}  \\ x =  - 2
