x = 3 cm
l = 5x = 15 cm
b = 3x = 9 cm.

Let the two sides be 5x, 3x
Perimeter =48cm
P=2(l+b)
48cm= 2(5x+3x)
48cm= 16x
x=48/16
x=4
5x=20
3x,=12
