 \frac{3}{2} x +  \frac{2}{3} y = 13 \frac{1}{3}
 =  >  \:  \frac{9x + 4y}{6}  =  \frac{40}{3}
 =  > 9x + 4y = 80 \:  \:   -  - (1)
and,

 \frac{2}{3} x +  \frac{3}{2} y = 8 \ \frac{1}{3}
 =  >  \frac{4x + 9y}{6}  = \frac{25}{3}
 =  > 4x + 9y = 50 \:  \:  -  - (2)
eq (1) - eq(2)
9x +4y = 80
4x+9y = 50
(-) (-). (-)

=> 5x - 5y = 30
=> 5(x-y) =30
=> x-y =6 ..... (3)

eq(1) +eq(2) , we get
13x+13y =130
=> 13(x+y) =130
=> x+y = 10. .... (4)

now, eq(3) +eq(4) , we get:
2x = 16
=> x =8
put this value in eq (3)
8-y =6
=> y =2
