root over {(3-2)^2 + (6+1)^2}
i.e., root over (50)
i.e., 5 root(2).
So the circle is
(x-2)^2 + (y+1)^2 = {5 root(2)}^2
i.e., x^2 + y^2 - 4x + 2y = 45.
