∆ Using Discriminant property :

  {4}^{2}  - 4( -  log_{2}(a) ) \geqslant 0

Solving the Inequality :
4 +  log_{2}(a)   \geqslant 0

 log_{2}(16)  +  log_{2}(a)  \geqslant 0

 =  >  log_{2}(16a)  \geqslant 0

 =  > 16a \geqslant 1

 =  > a \geqslant  \frac{1}{16}

And hence, the correct option is ( C )
