Smallest 4 digit number=
1000
Its square root(approx but without decimals)=

 \sqrt{1000}

 = 31 {}^{2}  < 1000
So now we will take the next number that is=
32
So, now we have:

32 {}^{2}  < 1000 < 3 1{}^{2}

32 {}^{2}  = 1024
To find the perfect square,we have to make 1000 a perfect square itself.

For that:

1024 - 1000
24
Hence 24 must be added to 1000 to make it a perfect square.

So the smallest 4 digit perfect square=

1024
