The first one is correct. The entropy of system decreases while that of the surroundings remains the same.

Entropy is a measurement of randomness. Entropy increases with temperature.

In this case a the water is freezing the temperature is decreasing and along with it the entropy.

The entropy of the surroundings remains the same as we are not making any changes in the surroundings.
