 \frac{ {7}^{3} }{ {7}^{x - 2} }  =  {7}^{7}

 \frac{1}{ {7}^{x - 2} }  =  \frac{ {7}^{7} }{  {7}^{3} }

 \frac{1}{ {7}^{x - 2} }  =  {7}^{4}

 {7}^{ - x + 2}  =  {7}^{4}

 - x + 2 = 4

  - x = 4 - 2

 - x = 2

x =  - 2

 {9}^{2x}  \div  {9}^{ - 5}  =  {9}^{13}

 {9}^{2x  }  =  {9}^{13}  \times  {9}^{ - 5}

 {9}^{2x}  =  {9}^{13 + ( - 5)}

 {9}^{2x}  =  {9}^{8}

2x = 8

x = 4
