these resisters are actually connected in series if you see the connections correctly so we will add the resistances ie. 2+1+3+1+2+1+3=13 Ohm
so the answer is 13 Ohm.hope this may help you

We can say a set of resistances are in series if same amount of current passes through all the resistors
Effective resistance for series resistors is R=r1+r2+r3+........
And if voltage across a set of resistors is same then we can conclude them to in parallel combination
Effective resistance for parallel combination is 1/R=1/r1+1/r2+1/r3.......
From this we can conclude that in the given diagram all the resistors are in series so simply add them
R=2+1+3+1+2+1+3=13 ohm
