why??
because velocity is a vector quantity therefore when the body moves up the direction of velocity is positive.
then while coming down the magnitude is same but the direction is different.

you just need to think about u throwing a ball in the air.when u throw a ball, it's only logical that at some point it stops and then comes back down to u. so the velocity at the maximum height ( the point where it turns around) is zero !!!
