Plastic Comb :The electrons move from hair strands to the comb and, therefore, lose negative charge. The individual hairs become positive (because they have lost negative charge), the comb becomes negative (because it gained negative charges, in the form of electrons)

Metal Comb With Plastic Handle : Actually the metal comb gets charged electrostatically. But as soon as you touch it with hands, the charges pass to the ground through body immediately. Obviously this does not happen in case of a metal comb with plastic handle as plastic is insulator. So the charge retains.
