so according to the question

hypotenuse = 15 cm

Base = 9 cm

We know that Pythagoras Theorem

tells

Height² + Base² = Hypotenuse²

Height² = Hypotenuse² - Base²

Height² = 15² - 9²

Height² = 225 - 81

Height² = 144

Height = 12 cm

Now semi perimeter

= Height + base + Hypotenuse / 2

= 12 + 9 + 15 / 2

= 36 /2

= 18 cm

Answer Hope it helps
