Both option 1 and 3 structures show Resonance.
structure 1 will also show hyper conjugation because it has 3 (alpha) hydrogen, but option 3 has only 1 (alpha) hydrogen.
But ........
Option (3) structure shows identical resonating structures.
Therefore it is more stable radical.
