The explanation of the question is that the question is asked about the probability of having 53 Mondays in a leap year(A leap year is one which has 29 days in february and it comes after every 4 years)
Now the probability of having 53 Mondays in a leap year is that out of each 7 days in a week what is the probability that 29 of february will also be a Monday.

Now P(E) = 53/366

a leap year has 52 weeks and 2 days .It means 52 modays are fix .Now if the remaing 2 days have a monday then we will have 53 Mondays but it can be sunday and monday,monday and Tuesday, Tuesday and Wednesday, Wednesday and Thursday, Thursday and Friday, Friday and Saturday ,Saturday and sunday . From this we can see 2 case has one monday which will fullfil our 53 moday so probability=2/7,because total outcomes are 7 .
