A grocer is a person who sells food and small household items. A shop-keeper is a person who sells these merchandise to end users in small quantities.

Therefore, a person who sells tea, sugar, spices, soap, rices, pulses and similar stuff is called either a grocer or a shop-keeper.

The possible answer is "shop keeper '
A shop keeper is the person who have a shop in which he have many of food stuffs in order to sell them and earn some profit from them . The shop keeper retain many things in shop including the tea, sugar spice and other mentioned product. These may be sell out on less profit as compared to other as the wholesale dealer does.
Hope this will helps.
