ANSWER = 5

 \huge\mathfrak\blue{Solution}

LHS

 \implies \:  (\frac{ - 3}{11}) \: ^{x + 5}   \div ( \frac{ - 3}{11} ) ^{ - 2x + 3} \\

\implies \frac{ - 3}{11}  ^{(x + 5 + 2x - 3)} \\

\implies \frac{  -  3}{11}  ^{( 3x + 2)}  \\

\implies \frac{3}{11}  ^{(3x +2)}  \\

RHS

\implies \frac{ - 3}{11}  ^{(2x - 5)}  \times  \frac{ - 3}{11}^{( - 2x - 8)} \\

\implies \frac{ - 3}{11}  ^{(2x - 5 - 2x - 8)} \\

\implies \frac{ - 3}{11} ^{ (- 13)} \\

since LHS = RHS ,

\implies \frac{ - 3}{11} ^{(3x +2)}  =  \frac{ - 3}{11} ^{ - 13}   \\

Since the bases are equal ,

\implies 3x +2 =  - 13

\implies  x =  \frac{-15}{3}

\implies \: x= - 5
