litmus paper turns blue to red it is acid and if it remains same..it is neutral or base..
same as well Blue litmus paper turns blue to red it is a basic solution...
of any one of the litmus paper not show
change on its colour it might be a acidic or basic or neutral solution....
soo...take water in a beaker and add some crystals of salt in it and then keep red or blue litmus into it..it doesn't change...!!

Litmus paper doesn't show any change when the solution or any substance is neutral.
Activity :
Boil the water up to 100°C and then the water vapour starts to evolve. Hold the litmus paper near the evolving gas .There will be no change in litmus paper .This proves that watervapour is neutral in nature and litmus paper doesn't show any change, when held near the neutral substance.
