by the time democracy emerged people got a greed for power hence used money to by votes more the money you give more there is chance to get the post. The money bag repersents the rich who could afford to bye votes and get elected even withoit the wish of citizens.

Yes this can be applied in India espicially in the southern parts(I am Not being mean, this is from my experience).
