विभिन्न संबंधों के आपस में जुड़े होने की प्रक्रिया तथा एक दूसरे की आवश्यकताओं की पूर्ति के लिए संस्था से संबंध होना ही नागरिक जीवन की आधारशिलाएं है । आज विश्व का प्रत्येक प्राणी किसी न किसी पर आश्रित है । शिक्षा, स्वास्थ्य आदि कार्यों को सामाजिक स्तर पर नियोजित किया जाता है ।
पूरा समुदाय इस बात के लिए प्रयत्नशील होता है कि सबके बच्चों को अच्छी शिक्षा मिले । किसी स्थान कुए स्वास्थ्य और सफाई संबंधी कार्यों का प्रबन्ध भी सहकारी स्तर पर होता है । इस प्रकार प्रत्येक नागरिक के लिए यह अनिवार्य सा हो जाता है कि वह अपने स्थान के आस-पास के वातावरण को साफ सुथरा रखे ताकि गंदगी दूसरों के लिए नुकसानदेह साबित न हो ।
यहां तक कि आर्थि, सामाजिक व धार्मिक कार्यक्रमों में भी हमें नागरिकों को सहयोग देना चाहिए, जिनके मध्य हम अपना जीवन-यापन करते हैं । कोई भी अपनी जरूरत की चीजों को अकेला पैदा नही कर सकता । उसे वस्तुओं के लिए समाज पर निर्भर रहना होता है । समाज में रह वह जरूरी वस्तुओं का आदान-प्रदान करता है ।
शहरी जीवन खुद सामान्य कल्याण के सिद्धांत पर टिका हुआ है । किसी वर्ग विशेष के कल्याण की भावना से भिन्न सार्वजनिक कल्याण का उद्देश्य इसमें निहित है । नगरीय जीवन सिर्फ प्रबोधन पर निर्भर नही रहता । चरित्र को सामाजिक परिवेश के अनुरूप होने के साथ-साथ इसकी मर्यादा बनाए रखने में भी सफल होना चाहिए ।
