Because the chalk powder and salt can easily dissolve in water whereas in mixture a there are sand and sugar , when sand mixeses in water it will become soil and the soil will absorb all the water and nothing will happen to sugar and it will be easily separated. Then the the Mixture C the salt and sugar both will dissolve. In the mixture D sugar and charcoal powder they both will dissolve.
