Here is the solution :

Let the Numerator be x, and
Let the denominator be y,
Now,
The fraction will be x/y

Now,
According to the Question,

y - x = 8, => y = x+8 .........(1)

and also,
((x+17)/(y-1)) = 3/2

Cross Multiplying,

=> 2x + 34 = 3y - 3 [Substituting (1) here],
=> 2x + 34 = 3(x+8) -3,
=> 2x + 34 = 3x + 24 - 3,
=>34 -24 + 3 = 3x - 2x
=> 13 = x,

Therefore the Numerator is 13,

Now,
From (1) Let us get the denominator,
=> Denominator (y) = 13+8 = 21,

Therefore the required rational fraction is 13/21,

Proof :

(13+17)/(21-1)
=> 30/20
=> 3/2 == 3/2

Therefore what we did was correct !

Therefore the required fraction is 13/21

suppose,numerator of the fraction=x
denominator=x+8
x+17/x+8-1=3/2=)x+17=(x+7)3/2=)x+17=3/2x+21/2
3/2x-x=17-21/2
x/2=(34-21)/2
x=13
after this solve the x value is 13
then denominator is 13+8=21
numerator is 13
x+17=x+7 (3/2)
