The dipole moment of first compound is non zero as the O-C can rotate and that can result in a confirmation in which dipole moment of O-H bond are not opposite resulting in non-zero dipole moment but the dipole moment in second compound is zero as the C in CN is in sp hybridisation state, therefore, the dipole moment of CN bonds are opposite to each other hence resulting in zero dipole moment.
