under normal condition the atoms present in the gas have enough hold on their electrons. As such there is no ionization or mobility of electrons or ions to conduct electricity.

Where as when a potential difference is applied in the glass containing gas, the electricity ionizes the atoms to lose their electrons. Then the electrons jump out of their atom and ionize the space where they were present

for the flow of electron there should be a low pressure so that the gas can get ionised and strat flowing electron which led to the flow of electricity
