Here is the solution :

Given that,

10^2y = 25,

=> We know that, (a^m)^n = (a^mn)

=> 10^2y = (10^y)^2,

=> Applying root on both sides

=> 10^ y = +5 or - 5,

We need to find,
10^-y, = 1/10^y

=> 10^-y = Either 1/5 or -1/5

So both (a) and (d) are correct,

But in general we won't use √25 = -5,

So most people think only (d) is right ! But remember that, (a) is also correct !

Therefore : 10^-y = +1/5 or -1/5,
