The first paragraph:-

The factories were increasing increasing at a fast pace after the war. But these factories were not large or registered industries, most of the industries were small scale industries including works like handlooms, weavers, etc. A large number of population worked in the small scale industries when compared to large scale factories. Small Scale Industries in this way predominated 20th century. The production in small scale Industries expanded to a huge level.

The second one:-

Why and How did this happen?

All these expand in small scale industries occurred because of the new technology. The fly shuttles were introduced which made the work easy and so more and more people started doing the easy work more efficiently and so the small scale industries like weaving sector increased.
