It basically means that since the Dutch were more in number they could take advantage of their majority and force their decisions on the French and German speaking people but it would have increased the fight even more and could even lead to a partition in the country as a whole as both of them wanted control over Brussels. In Sri Lanka the sinhala had a greater majority therefore they could impose their will on the entire nation
