5 X 10^-3 = k[0.380]^x[0.380]^y ------- 1

(Rate)2 = k[NO]^x[Cl2]^y

4 X 10^-2 = k[0.760]^x[0.760]^y-------- 2

(Rate)3 = k[NO]^x[Cl2]^y

1.0 X 10^-2 = k[0.380]^x[0.760]^y -------3

Dividing equation 1 and 2 we get

x+y=1 ----4 (guys I can't type tht so written direct answer hope u understand I will upload the pic of my hand written answer don't worry)

By dividing equation 1 by 3 we get

y = 1

By substitution y =1 in equation 4

x+y = 1

x+1=1

x=1-1

x=0

Rate law can be expressed as ;

Rate = k[NO]^x[Cl2]^y

There fore rate = k[NO]^0[Cl2]^1
