Dibasic acid are the acids which can release 2 hydrogen ions in the water.
a) Here H3PO4, H2SO4, H2CO3 releases two hydrogen ions hence they are dibasic acids.
b)There are two types of salt which can be formed from a dibasic acid. It's because one removing one hydrogen ion , one will be formed. And on removal of other hydrogen ion, 2 Nd will be formed.
