Iodine being an oxidizing agent oxidises ethanol to ethanal

And as ethanal contains (CH3CO)-group

It gives iodoform test

That is yellow ppt of CHI3 are formed

The base NaOH abstract acidic protons(alpha to carbonyl group) of ethanal resulting in enolate ion that attacks on I2 molecules

At last cleavage occurs.
