The and is option b because a short story generally and majorly has only one final climaxbecause of its restriction of words and the time limit all the while a novel must have one or more supportive climax leading to the final showdown and an interesting ending because who would want to read one 100 of pages to reach the end climax. This is prevented by keeping the theme or plot in a simple but creative way in case of a short story
