The major difference, between the Articles of Confederation and the Constitution comes down to the power of the federal government. Under the Articles of Confederation, it did not have many powers at all and lacked any power to impose taxes. In the period after independence and before the ratification of the Constitution, the federal government was unable to raise funds even to provide an army for defense. Most of the ships of the Continental Navy were sold off both to raise funds and in acknowledgement that the vessels could not be maintained due to lack of funds.
