Let x = 0.131 bar (bar on 31)
______________________

10 
× x = 10 × 0.131 (bar)

10x = 1. 31 bar 
________________________

As there are 2 [3 and 1] under bar, multiply by 100.
________________

100 
× 10x = 100 × 1.31 bar 

1000x = 131 .31 bar
   -10x =   -1.31 bar [
subtracting 10x]
_________________________

990x = 130  [bar cancelled]
_________________________

x =
 \frac{130}{990}  =  \frac{13}{99}


Now,

0.131 (bar) =  \frac{13}{99}

let \:  \: x = 0.1313131....(bar \: on \: 31) \:  \: ......(1) \\ first \: of \: all \: multiply \: by \: 100 \\  \\ 100x = 13.13131...... \:  \:  \:  \: \:  \:  \:  \:  \:  \:  \:  \: ...... (2) \\  \\  no w \: subtract \: (2) \: from \: (1) \\  \\  =  > 100x - x = (13.13131....) - (0.13131....) \\  \\  =  > 99x = 13 \\  \\  =  > x =  \frac{13}{99}
