 \alpha  +  \beta  =  \frac{1}{21} \\  \alpha  \beta  =  \frac{ - 2}{21}  \\ 2 \alpha  + 2 \beta  = 2( \alpha  +  \beta ) =  \frac{2}{21}  \\ 2 \alpha (2 \beta ) = 4 \alpha  \beta  =  \frac{ - 8}{21}  \\
so the polynomial is
 {y}^{2}  -  \frac{2}{21} y  -  \frac{8}{21}  \\ 21 {y}^{2}  - 2y - 8
