The mean or average increases or decreases by 'k', if each(and every) term is increased or decreased by 'k'.
Hence (i) : the mean becomes 35, when increased by 3
(ii): the mean becomes 25, when decreased by 7.
A simple illustration:
The mean of '15' observations is 32, implies even if we replace the actual values by '15', our mean remains the same. That is, we can assume all our 15 observations as '32'. Now since each value is increased by 3, it means each of our 15 values become '35' and the mean of (35*15/15) is '35'.
