you can divide by long division . If you do not like it , put :

x + 5 = t \: ⟹ \: x = t - 5

 {x}^{3}  + 4x - 3 = (t - 5) {}^{3}  + 4(t - 5) - 3 = t {}^{3}  - 15t {}^{2}  + 75t - 125 + 4t - 20 - 3 =  {t}^{3} - 15t {}^{2}  + 79t - 148

Division by t yields :

Quotient

 =  {t}^{2}  - 15t + 79 = (x + 5) {}^{2}  - 15(x + 5) + 79 =  {x}^{2}  - 5x - 29

Remainder

 =  - 148
