( x+2)^2 + ( y-2)^2= 49

centre ( C1) = ( -2, 2)

r1 radius = 7

( x-2)^2 +( y+1)^2 = 4

C2 = 2,-1

r2 = 2

C1C2 = √(-2-2)^2 + ( 2-(-1))^2

= √25 + 9 = √34

r1 +r2 = 7+2= 9

9> √34

So they are intersecting

So only 2 tangents can be drawn common to both
