When water is poured slowly over burning material helps the fire to die out.

Water steals away the high temperature from the material allowing it to cool and keeps on evaporating.By this it becomes difficult for the fire to keep burning as enough heat is not produced.

Water makes it difficult for the fire to come in contact with oxygen present in air.As we know oxygen is supporter of combustion so if the fire doesn't get adequate oxygen then it dies out.

A question may arise. Even water contains oxygen. Then how the fire will die?

Let me remind you water is a compound. The oxygen molecule is bonded with hydrogen. So as we know the properties of compound are different from the properties of the elements present in compound so oxygen in water will not support combustion.

You must have noticed the fire fighters spraying a jet of water. The water comes out of hoses not like shower but as mist.
To increase the chances of evaporation, the water is sprayed as mist
