Ans 4 : Nepoleon as First Council :- In 1799 , Nepoleon become first council after overthrowing the rule of Directory . He achieved numerous powers . He even opt for plebsite in which 99.9% people voted for his new administrative system . He not only conquered new areas but he even made peace treaties with the enemies . All these works proved that he was an able administrator . He implemented many reforms from 1799 till 1804.

1) He stopped inflation through financial reforms .

2) He established Bank of France.

3) He resolved long time confrontation with pope which was started with the confiscation of church's property in 1789. For this , he even declared that Catholic religion is the religion majority of French people .

4) Later on he introduced Napoleon code which become a base of future's French legal system .

Napoleon as king :- Till 1804 , Napoleon was not satisfied with his role as First Council . He again opted for plebiscite and he achieved all that what he wanted . In December 1804 , he was crowned as the king of France . In this way Napoleon rose to power .

Answer: I) Political Instability: The rise of Napoleon Bonaparte was also an indirect result of the French Revolution. As often happens in the revolution, there was political and economic instability and there was a struggle for power.
II) New constitution: After the fall of the Jacobin government, a new constitution was introduced. It provides two elected legislative councils and a directory ( an executive made up of five members). The directors often clashed with the legislative councils. These clashes were responsible for political instability. The Napoleon took advantage of the situation and became dictator with the help of army.
III) Napoleon as the emperor of France: In 1804, Napoleon on declared himself as the Emperor of France. He conquered all the neighbouring countries except Britain and Prussia. However hos successes were short lived. Britain, Prussia, Austria and Russia jointly defeated him at Waterloo in 1815. He was sent as a prisoner to the Island of St. Helena, where he died in 1821.
