Explanation:

a) 'Can't you tackle the dearth?'

--> This was said by the king when the scientists had suggested him to remove a layer of the crust to clear the dust. This way they couldn't grow foodgrains. So the king said that scientists are wise people so why can't they find a solution to this problem.

b) 'To clear the dust, they've added more!'

--> The king said to clear the dust, but the people started dusting the ground and kept on adding more and more dust in the air. This just worsened the situation.

c) 'This army of asses has turned all the dust to morasses!'

--> The king said this statement in anger. After all the dust the people had made, they had added water to it. This way the dust has turned into a slime.

d)  'It would guard my feet, but how could I govern my realm?'​

--> This was said when the people suggested the King to be enclosed in a chamber so that the dust wouldn't dirty his feet. This king had said this because if he would sit in a chamber all the time then how would he rule his kingdom.
